If you're looking for a case study that might explain why so many people are so mistrustful of government, look no further than the sewers of Detroit and Port Huron. Or, to be more precise, look no further than what comes out of those sewers.

Detroit is the No. 1 source of sewage pollution in the Great Lakes. Last year, it spewed more than 31 billion gallons of filth into the Rouge and Detroit rivers.

So-called "combined sewers" are the problem. Many of the city's storm sewers drain into its sanitary sewers. When it rains or when the snow melts, the system is quickly overwhelmed. Treatment facilities cannot handle the flood of storm runoff and sewage.   more...
